Oppose the Combating Organized Retail Crime Act (CORCA)

In May of 2026, the House passed [H.R. 2853](https://www.congress.gov/bill/119th-congress/house-bill/2853), the Combating Organized Retail Crime Act (CORCA) by a vote of [348-60](https://www.congress.gov/votes/house/119-2/157). The Senate is now considering [attaching the bill](https://www.judiciary.senate.gov/press/rep/releases/law-enforcement-and-retail-industry-leaders-call-on-congress-to-pass-the-combating-organized-retail-crime-act-through-the-ndaa) to its version of the National Defense Authorization Act (NDAA), the sweeping defense package that must get renewed every year. CORCA expands federal surveillance, adds to the existing and [sensationalized problem](https://www.vera.org/news/the-truth-about-retail-theft) of [over-prosecution of low level crime](https://www.npr.org/2021/10/27/1049651009/mountain-dew-arrest-felony-count-dropped), and further enables federal forces to insert themselves into local policing. Its establishment of an Organized Retail Crime Coordination Center sitting under the Department of Homeland Security (DHS) and Immigration and Customs Enforcement (ICE) would drastically [expand domestic surveillance](https://www.aclu.org/news/privacy-technology/ice-face-recognition), allowing agents to tap into [expansive biometric and facial recognition databases](https://www.aclu.org/news/privacy-technology/retailers-secretively-using-face-recognition), license plate readers, and other private retail monitoring systems. This would amplify the already-rampant [use of surveillance technology](http://www.pbs.org/newshour/politics/department-of-homeland-security-intensifies-surveillance-in-immigration-raids-sweeping-in-citizens) and facial recognition tools [prone to racial profiling and wrongful arrests](http://archive.today/2026.02.26-192259/https://www.washingtonpost.com/business/interactive/2025/police-artificial-intelligence-facial-recognition/). Congress should not be expanding federal surveillance and authorizing the use of invasive facial recognition technology on the public by DHS agencies, already known for abusing their power and endangering Americans.
